COURTESY ON THE COURSE

In the interest of all, players must play without delay.

No player may play until the players in front are out of range.

Players searching for a ball must signal the players behind them to pass as soon as it becomes apparent that the ball will not easily be found; they must not search for five minutes before doing so. They shall not continue play until the players following them have passed and are out of range.

When the play of a hole has been completed, players must immediately leave the putting green.

When a ball lies on or near a fairway other than the one being played, the player must not make a stroke unless (A) there is no person within range playing that fairway, or (B) permission to proceed has been given.

Behaviour During Play

No one should move, talk or stand close to or directly behind the ball or the hole when a player is addressing the ball or making a stroke.

PRIORITY ON THE COURSE

In the absence of special rules, two-ball matches have precedence over and are entitled to pass any three or four-ball match.

A single player has no standing and must give way to a match of any kind.

A match playing a whole round is entitled to pass a match playing a shorter round.

GENERAL CONDITIONS OF PLAY

All competitors are under the control of the Match Committee, which reserves the right to change, alter any date for, cancel or vary any competition.

All Club Members playing on the Golf Course must have a 'membership disc' (or in the case of a Social member, a pass from the Pro-Shop) prominently displayed on their golf bag or buggy.

Players must start only from the first and ninth tees, subject to special directions from the Starter.

On days when competitions arranged by the Match Committee are in progress, any member not taking part can play only when and where directed by the Starter or the Match Committee.

On days when a time sheet is in operation, players who have not booked a time have no standing.

The player on the lowest handicap in any type of match or competition automatically becomes the captain of his match. It becomes his responsibility to ensure that the etiquette of the game and the general conditions of play are strictly observed. Special attention should be paid to loss of position, calling through, repairing divots, smoothing of bunkers and the repairing of pitch and sprig marks on the greens.

Soft Spikes

Whilst soft spikes are not compulsory, the Committee encourages members and their guests to wear them.

The Starter

When the Starter is on duty he has complete control of bookings and of the tees. He has the power to act for, and is responsible to, the Captain and the Match Committee.

Marking of Cards

Player with the honour marks after playing from the next tee.

Loss of Position

If players fail to keep their places in the field, and lose one clear hole behind those immediately preceding them, the players following have the right to go through. The players at fault must therefore:

  1. Make up the lost ground without delay, or
  2. Call those following to go through

If they fail to do this the players following MUST indicate that they are exercising their right to go through.

Players should not be concerned with the position of the match following but should at all times keep up with the match immediately in front of them.

Count Back

Unless the Match Committee otherwise determines prior to the event, a tie shall be decided by a count back.

In counting back, the following method shall be used:

  1. For 18 hole events the best score for the last 9 holes shall be used. If there is still a tie, the last 6 holes or if still tied, the last 3 holes. If a tie still persists, then hole by hole from the 18th.
  2. In 36 hole events the last 18 holes shall be used and if still tied, count back as in (1) above.
  3. In handicap events the relevant handicap or fraction thereof shall be applied.

Handicapping

Handicaps are reviewed daily. In order to assist the handicappers, members should immediately return cards for all rounds played at clubs that are not connected to Golflink.

In order to retain a handicap, members should return 5 competition scorecards each year.

Playing at Other Clubs

Members should always carry their Golflink card for registration procedures. When playing at another club that is not on Golflink, please ensure your Royal Perth Golf Club Golflink number is written on your cards.

Handicaps

All club events: Full handicaps apply.
Two grade handicap events: A=12 and under, B=13-27.
Canadian foursomes: 3/8 of combined stroke handicaps.
Foursomes: Half of combined stroke handicaps.
Medley BB: Associates play on Full Stroke handicap, using their own card.

NEW MEMBERS

It is the responsibility of the sponsors of any newly elected member to see that he is introduced to the members of the Committee, that he is informed of all rules governing the conduct of the Club, and above all, that he is sufficiently advanced in the knowledge of the Rules of Golf to be competent to perform the duty of marker for a fellow competitor.

COURSE PRIVILEGES

Ordinary Members

Full privileges of the course except for restrictions applying to Associates' competitions.

Provisional Members

A Provisonal Member has the same playing rights as an Ordinary Member except as otherwise determined by the General Committee.

Senior Members

A Senior Member has all the course privileges of an Ordinary Member except that he cannot play at any time on Saturdays.

Restricted Members

Restricted A

A Restricted A Member may play on the course at any time, including Public Holidays, except on Saturdays, as otherwise determined by the General Committee, and days set aside for Associates.

Restricted B

A Restricted B Member may play on the course at any time, including Public Holidays, except on Saturdays, and in the afternoon field on Wednesdays, as otherwise determined by the General Committee, and days set aside for Associates.

Junior Members - Male

Same as for Provisional Members.

Student Juniors

Open to children at school or tertiary institutions.

Playing times:
Monday, Tuesday, Thursday & Friday - after 3.00 pm
Wednesday & Saturday - after 3.00 pm
Sundays & Public Holidays - am (except for 36 hole events) or after 3.30 pm

NOTE: JUNIOR MEMBERS ARE NOT PERMITTED TO INTRODUCE GUESTS.

Members Without Handicap

Playing rights as for the appropriate category above except for competition rounds.
May play in competitions without standing, providing prior approval from Captain has been obtained.

Social Members - Male and Female

Have full use of the Clubhouse facilities and may use the course facilities 6 times in each 12 month period of Social membership by arrangement with the Executive Manager. Participation in Competition events requires approval from the Captain prior to booking a timeslot.

Entry in Twilight Golf and Champagne Breakfasts shall not count for the purpose of this by-law.

Family Members

A Spouse Family Member has the same rights as a Social member and a child or grandchild Family Member has the same rights as a Student Junior or as the General Committee may decide.

Clubhouse Members

A Clubhouse Member has no Playing Rights but has full use of the Clubhouse facilities.

ASSOCIATE COURSE PRIVILEGES

Ordinary Associate

Full privileges of the course except for restrictions applying to Members' competitions.

Provisional Associate

During the winter season, all Provisionals in their first year of membership, on a handicap of 29 or more, must play after 9.00am in the Tuesday competitions.

All Provisionals with a handicap are welcome in Thursday competitions and have full privileges of the course on other days except for restrictions applying to Members competitions.

Senior Associate

A Senior Associate member has all the course privileges of an Ordinary Associate except that she may play only 8 holes behind the field on a Tuesday.

Associate Junior

Winter Season

  1. May play Sunday, Monday and Friday any time on any day except for specified events and when the course is closed for special events.
  2. May play in Tuesday competitions, pm only.
  3. May play in Thursday competitions however not to the exclusion of Associates.
  4. Juniors under the age of 15 may play at the discretion of the Match Committee.
  5. May play in any specified Junior Competitions as stated in the Fixture Book.

Junior Business Associates

  1. May play as per (i) above.
  2. May play in Saturday competitions am, subject to satisfying the BA's conditions of play, however not to the exclusion of Associates.
  3. May play in Tuesday competitions, pm 6 times per year.
  4. May play as per (iii) above.

Summer Season

Junior Associates and Junior Business Associates may play at any time on any day except Wednesdays and Saturdays excluding for specified events and when the course is closed for special events.

Associate Student Junior

Open to children at school or tertiary institutions.
Playing times:
Monday, Tuesday, Thursday, Friday - after 3.00 pm
Sunday and Public Holidays - am (except for 36 hole events) and after 3.00 pm

May play in any specified Junior Competitions as stated in the Fixture book.

Business Associates

  1. Associates who are unable to play regularly on Associates' main competition day (Tuesday).
  2. Playing rights are open to all Associates 15 years of age and over.
  3. Associates must have an official Golf Australia handicap.
  4. Are able to play six (6) times a year on Associates' main competition day, subject to Tuesday competition conditions of play.
  5. Are able to play in Club Championship.

PLAYING RIGHTS

Monday

Members and Associates have equal playing rights unless otherwise indicated in the fixtures or notices.

Tuesday

Summer Season - Associates' Competition. Course closed to Members until 12 noon. 1st Tee until 12.30 pm if necessary. Equal right of way after that time.

Winter Season - Associates Competition Day. Course closed to members until 2.45 pm 9th Tee closed until 3.30 pm.

Wednesday

Members' mid-week competition day. Social play is permitted from 3.30 pm.

Thursday

Associates' Competition. Course closed to Members until 12 noon. 1st Tee until 12.30 pm if necessary. Equal right of way after these times.

Friday

Members and Associates have equal playing rights unless otherwise indicated in the fixtures or notices.

Saturday

Members and Business Associates competition day, but non-competition play is permitted from 3.30 pm

Sunday

Members and Associates have equal playing rights unless otherwise indicated in fixtures and notices. A time sheet will apply for both am and pm play and players not on time sheet have no standing.

NOTE: Greens Staff have priority at any time other than during official competition play.
These times may be altered at the discretion of the Committee.

INVITATION EVENTS

Members may invite guests from an A, B or C Class golf club affiliated with the WAGA or other governing State or National Golf Association to play with them without payment of green fees, provided they enter the invitation event i.e. the competition fee must be paid.

All Champagne Breakfast competitions are Invitation events and Member's guests do not need to be a member of an A, B or C class golf club affiliated with Golf Australia.

VISITORS

No visitor may play unless in the company of a member who has signed them in. In Member's competition events (excluding Social Events) a maximum of two visitors will apply to each four ball.

Visitors must be signed in by the member at the Pro Shop and a green fee paid (if applicable). All visiting golfers must be members of an A, B or C Class golf club affiliated with the WAGA or other governing State or National Golf Association.

All visitors playing on the golf course must have a visitors tag prominently displayed on their golf bag or buggy.

The same person may not be introduced more than six times in a Calendar Year. Entry in Twilight Golf or Champagne Breakfasts shall not count for the purpose of this by-law.

No visitor shall play on a Saturday except on the invitation of the President or Captain.

All visitors using only the Clubhouse must have their names entered into the Visitors Book at the front office.

It is the responsibility of the member to ensure his guest meets the Club's dress regulations, both on the course and in the Clubhouse.

PRACTICE

Balls must be hired from the Pro Shop between the following hours:

  • Monday 8.00 am to 4.00 pm
  • Tuesday 7.00 am to 4.00 pm
  • Wednesday 7.00 am to 4.00 pm
  • Thursday 7.00 am to 4.00 pm
  • Friday 8.00 am to 4.00 pm
  • Saturday 7.00 am to 4.00 pm
  • Sunday 7.00 am to 4.00 pm

No member may practice on the driving range with their own balls between the hours of 7.00am and 4.00pm, after which time the pro-shop range balls will be collected. Members may use their own balls outside these hours. Players retrieving balls from the practice fairway do so at their own risk.

There are no restrictions on when Members may use the Practice facilities.

SAFETY

Players are requested to exercise caution when using the range. Only use clubs that ensure practice balls will land within the fenced perimeter of the range. ALL SHOTS are to be aimed towards the distance markers. Any restriction on the use of woods must be observed.

Any person using the range in a negligent way will be responsible for any damage incurred.

Players must cease practice when Pro Shop staff are picking up range balls or when players, playing a competition round, need to play their ball from the range.

Designated Area

Balls may be hit from the designated area, (as stated on the sign at the entrance to the driving range), be it either a roped, grassed area, or the artificial mats.

Touring professionals and "A" Grade Metropolitan Pennant squad members (male & female) are permitted to hit from the grassed area at all times, providing it doesn't interfere with other member's practice.

After 4.00pm each day the pro-shop range balls will be collected and following this, all members practice may, if desired, be from the grassed area.

There are no restrictions on when Members, apart from those relating to Social Members, may use the Practice facilities.

As there is considerable demand for the use of these facilities prior to and during the commencement of competitions members not competing should try and avoid these times and arrange their general practice accordingly. 

Players playing a practice round shall limit the number of balls played to two.
